A team comprising leading Punjab and Delhi based intellectuals and public figures selected Dutt out of panel of five Punajbis who have made outstanding contribution in different walks of life. Dutt won the nomination for his " outstanding contribution to the promotion of a polity based on commitment to national values, transparency in public life and the cause of Punjab and Punjabiat throughout the world. For over half century, Dutt has shone like an icon to a generation that was fast beginning to lose hope in the system. By his sheer persona, he has inspired a whole generation to believe that it was possible to be successful and famous without compromising on truth, honesty, simplicity and an undying compassion for the suffering. His role during the turbulent days of Punjab crisis was a saga in courage and an ode to unswerving love land for his home state and the country. In film industry, Dutt stands out as one of the rare examples of dignified conduct."

Kanwar Manjit Singh, editor, Punjab Today, the leading Punjabi magazine published from Patiala, said that “in honouring Dutt, the magazine also pays its tribute to the memory of his eminent wife, Nargis dutt, who not only shared Dutt's vision but also lead from the front to light up an atmosphere filled with dark depression through her self-effacing service to the suffering mankind." The award would be conferred on Mr. Dutt at a gala function in March 2004, and the prominent personalities of the country are to grace the Annual Award Ceremony. To commemorate the occasion, a Special Issue of PUNJAB TODAY, will be released at the Function depicting the life of Sh. Sunil Dutt.

Earlier recipients of the award include former Prime Minister, Mr. I. K. Gujral, former Union Finance Minister, Dr. Manmohan Singh, Governor, Andhra Pradesh, S. Surjit Singh Barnala, former Test Cricketer and now international broadcaster, Navjot Singh Sidhu and spiritualist Harbhajan Singh Yogi.
